APPROVED accepts scope. CONFIGURED means the target was actually configured. TESTED means recorded checks passed. ACCEPTED means the phase evidence was reviewed and accepted. OPERATIONAL requires live access, recovery, and sustained-use evidence appropriate to the capability. Phase 4–6 are accepted/configured/tested; Phase 7 is in progress and remains the operational gate. Its technical prerequisites passed, but the required three-day genuine-use window is not complete. The private canonical test register defines the test IDs; testing dossier provides a reader-facing key. Current state is the public status summary.
